Territorial division of Poland – has changed many times. Since World War II, reforms took place in 1946, 1950, 1957 and 1975. The current three-tier administrative division has been in effect since the last change, introduced on January 1, 1999.

As of January 1, 2022[1]:

1st level units – 16 provinces

Level II units – 380 counties, including:

66 cities with county rights – municipalities with the status of a city, performing the tasks of a county, commonly referred to as “urban counties,” 314 counties – bring together several to a dozen neighboring[a] municipalities, commonly referred to as “terrestrial counties”; may be headquartered in a city with county rights that does not lie within their territory

Level III units – 2477 municipalities, including:

302 urban – municipalities that are contained within the administrative boundaries of a city (including 66 municipalities that are also cities with county rights), 662 urban-rural – municipalities that include a city and several villages, 1513 rural – municipalities that do not include a city in their territory (of which 158 such municipalities are headquartered in a city outside their area, the so-called “ring municipality”).

Assessments of administrative division[edit | edit code].

Bohdan Wyżnikiewicz (Institute for Market Economy Research) points out that differences in the size and potential of provinces are significant, and that this is due to the fact that the creation of new provinces was accompanied by political bargaining over their number. It further depicts that smaller and economically weaker provinces develop more slowly than large and economically strong regions[3].

In 2000, Jerzy Buzek’s government recognized the need to initiate urgent measures leading to the merger of cities with county rights and counties with the seat of their authorities in those cities, given the significant disparities that exist in the institutional capacity of county units. Government analyses have pointed to the significantly higher potential of cities with county rights and the particularly low potential of counties without major urban centers. The data indicated that counties deprived of major cities have significantly fewer resources to carry out county public tasks[4].

In 2001, the Sejm and Senate unanimously recognized the new basic territorial division of the country as correct and meeting the assumptions of the public administration reform. The Senate indicated the need to support initiatives aimed at rationalizing the country’s territorial division into districts[5]. The Diet found that some districts are too economically weak and thus inefficient and ineffective. An analysis of the development potential of district units shows a wide disparity between cities with county rights and districts without urban centers. The Seimas considered the merger of cities with county rights and surrounding counties headquartered in these cities to be beneficial for the performance of public functions[6].
